It's the existing stock, stupid!

The British government is getting serious about the energy efficiency of buildings: By 2016, all new-built homes in the UK have to be ‘zero-carbon’, with their CO2 emissions 100% offset by surplus renewable energy generated on site. While other European may take similar steps soon, the fixation on new build could easily distract public attention (and public funding) from an even more urgent need: vastly and quickly improving the energy efficiency of the existing housing stock.
